There are many debates about who is in Israel. Who is the true Israel? There are some who say that you literally have to have your genealogy trace you back to Abraham. There are others who say that Israel is the church. I think one of the key ways to settle this is to listen to the words of Christ and what Christ says about who is part of the true Israel.
