What is So Triumphant about the Triumphal Entry? (Luke 19:28-40)

What is a victory? At what point can a commander declare that he has had a victory? Is it when the other army has fled? What if the commander loses the leadership’s support when he goes to battle? Can the person claim victory then? This is what we see with Christ. Christ does not have the leadership’s support, but yet we still call his entrance triumphal.
