The Fullness of the Land (Joshua 19; Revelation 7:1-12)

The people of Israel receive their land, but as history unfolds they do not possess the land as Jacob declared. Does this mean that they failed? Does this mean that the Lord’s promises have fallen flat? Or is there an underlying theme of scripture that helps us understand these promises in the full proper context?
