The Cities of Refuge (Joshua 20:1-9)

The people of Israel have received their inheritance. The land has been divided as the Lord commanded. Now, we find that Israel is to establish something else in their land: cities of refuge. These are places where the people of Israel can seek legal protection after killing someone. Has the Lord softened his justice? Are these cities a contradiction to the land?
