The author of Hebrews states, "For if Joshua had given them rest, God would not have spoken of another day later on." The list we read in Joshua 12:7-24 is a rather large list. It seems that the whole land is secured. If Joshua secures the land then what is lacking? Or does this list subtlety communicate that Joshua did not accomplish a comprehensive victory?
