Rev Lindemulder looks at Job 34 in light of the context of Elihu's speech. It seems that Elihu is speaking of a delayed justice of God that the rightoues are not immediately vindicated before man while the wicked are not immediately judged. He points out that this is a future reality that will happen. It is seen then that this is shown on a small scale with Christ, but ultimately in the second coming of Christ.
