A Realized Rest (Joshua 3:1-14)

The author of Hebrews tells us that Joshua did not give Israel rest. How can it be that Israel did not have rest? The land of Canaan was the promised land. It was the land that Moses declared would be their land of rest. So, as Israel enters the land, how can it be that this land is not their final resting place?
