All Things for Good? (LD 10; Romans 8:28-39)

If you have ever gone through a tough time sometimes the providence of God is not that encouraging. Why is it offensive when people say, "Well, God works all things for your good?" I mean this is what Scripture says. So, why do we not like to hear that promise? What is lacking in only citing Romans 8:28?
